View in the Belgian town of Ypres. Actually the town is in the Flemish speaking part of Belgium and there the name is Ieper - but the French name of the town were made quite (in)famous during the First World War, and still more commonly used by English speakers.
The view here is of the Cloth hall (Lakenhalle van Ieper or Les Halles aux draps d'Ypres) originally built in the 13th century. The building was more or less completely destroyed in the First World War and the one now standing is a (very well done) copy of the original (built in the 1930s-60s).
