Throughout the proceedings Director General Persbo kept the Executive Council apprised of relevant developments. The CTBTO does not determine whether a triggering event is a nuclear or chemical explosion, or an earthquake. This decision is taken by the Executive Council after proper consideration of data presented by the Technical Secretariat.
