Batanes is NOT the province most hit by typhoons in the Philippines. The title probably rests on the eastern province in the Visayas- Samar. Even Leyte or other places in Bicol are more storm-proned. However, being the northernmost islands in the Philippines, Batanes is used as a point of reference by the weather bureau. So when a hurricane exits the area of responsibility of the Philippines, often in a northeast direction, the typhoon's location is quoted by the number of miles away from Batanes, regardless of the archipelago being hit or not.
