I used Photoshop CC to create the border. I copied the center section of my colored photo (after enhancement) to a new layer. Then I took the entire image on the layer under it and used the cutout tool to simplify it. Then I changed it to B&W, then added a pink overlay in color mode on a new layer. I had to tweak the pink until the shade was similar to the pinks in the colored image, then merged the pink and B&W layers. Under the colored center, I added a new layer and made a square that I filled with white, then another layer under that with a square slightly larger than the white one, and filled it with a dark shade of mauve to match the darks in the border. Finally on a layer above everything, I added a small white feathered border around the edges.
Since the colored center is really a small part of the whole picture, you can see the shapes from the center section continuing into the pink border images.
