MTA: Off by a Factor of at Least 10^3

Has anyone else noticed this?

 

There may be approximately 16 million HUMAN eyes in NYC, but there are certainly more than 16 BILLION eyes if you includes dogs, rats, pigeons, invertebrates, etc.

Of course, the MTA was never one for accountability. :)
