Anemometer
This tool is called "anemometer". Derived from Greek word "anemos" means wind. Yup, it measures the wind speed.
Attached on top of the boom crane, (might be, not sure) connected with wires and instruments and send the messages thru wires and displayed on LCD control panel inside operator room. So, the operator know how fast the wind blow and operator can compare it with allowable operating wind speed. It's for safety purpose.
