Ice Bubble Cascade

A cascade of tiny frozen bubbles remain suspended in ice in an intriguing display of physical wonder. Are they perhaps methane bubbles in miniature form? Anyone have any ideas as to what is going on here?
Background: Ice in a bowl on our deck. The bowl is about 4 cm deep, and 20cm in diameter. Temp is about -3C or 27F. Temperature has been warmish leading up to this first freeze of the year. The stones and shells have been in the bowl, covered with rainwater, for over 2 months.
