Woolly Aphid Infestation

When I passed these branches last week I thought the eggs of these bugs were mold. This week all of them had hatched and were crawling everywhere. I have no idea what they are but there were a lot of them.--- Shutter Mania ID'd them as woolly aphids.

 

They were in a tree in Richmond, Virginia USA.
