Cigar Store Riverboat Captain

I'm not sure exactly what this character is supposed to represent, but going by the cap, I'd guess a riverboat captain. The only problem with that is that this is at a small roadside trading post in southeastern Utah, a rather arid area. The San Juan River isn't too far away, though, so maybe that's the connection.
