In my order of priorities, cultural institutions are probably #4 on the list of what the government should be investing in.
1. Health and well being. Including single-payer health care, affordable housing, foodstamps, social security, &c.
2. Education. From pre-school through post-grad.
3. Infrastructure. Including not just highways and high-speed rail, but green-generated electricity, and government run, fully net-neutral telecommunications.
4. Cultural institutions. NEA and NEH grants. Public television and radio. &c.
