Since a part of BKV (Budapest Transportation Company) was sliced out to form BKK (Budapest Transportation Centrum), Volánbusz became a very important player in the transportation game in Budapest and its agglomeration;
BKK only manages and buys the service (buses, drivers & maintenance) for lines from other companies, and this company cannot be BKV on lines terminating outside the administrative borders of Budapest.
One of the companies that came to save the day on these lines is - you guessed it; Volánbusz. So they bought hundreds of city buses in the past ~10 years, painted in blue to "match" the BKV fleet colour. Well, mostly blue :^)
