Child Molesters Permitted

This is the opposite side of another sign photo I took. In this area, child molestation is clearly permitted.

 

I was thinking that if I understood French I could find out what the sign is really saying, but it seems like it's talking about parking, not holding the hand of little girls. Who knows?!
