Expedient? Probably not at this scale.
Costly? Must be.
Risk Level? HIGH (critical/catastrophic loss of mission essential equipment).
Cool Nonetheless? Damn Skippy.
The type of tank depicted probably provides a clue as to the time period of this photo, but I don't know my tanks, so I'm guessing some time during the 1960's. With Fort Eustis being the originator of the photo, its transportation history, and serving as home to the U.S. Army Transportation Museum, I wouldn't be surprised if this photograph is in some display or another there.
