Anti-Walter Ulbricht (East German leader) propaganda, probably in the Tiergarten near the sector border.
The somewhat odd semi-permanent barbed wire fence across the footpath, which ends at that point at a "Betreten verboten" notice, suggests that the footpath on the other side of the fence is technically on East Berlin territory, even though the roadway may not be. The Berlin Wall, although not visible here, would in that event be only a short distance away.
