What Happens Outside of School?
It is impossible for anti-bullying laws in schools to carry over when the children are at home. Unfortunately, "the First Amendment curbs the ability of schools to punish student speech" so the laws can "capture only incidents of cyberbullying within the limited purview of public school authority." This causes problems because it leaves the bullying "unregulated when it occurs off-campus and during after-school hours."
