Purple Crown Flowers.

Also called Asclepiadaceae and is part of the milk weed family. This is the neighbors plant. It was planted to attract and feed Monarch Butterfly caterpillars. Unfortunately the invasive Brown Anole lizard discovered the Monarch caterpillars and devoured them. No more caterpillars!
