22 Dec 2003, Phoenix, AZ, USA --- An inmate cries while on the phone at Estrella Jail in Phoenix Arizona. Phone calls are limited per week to the inmates and failure to comply with strict rules of conduct within the prison can lead to phone calls and other such privalleges to be taken away from the inmate. These inmates live in squalid " Tent Cty, " where over 1000 inmates serve their sentence. The tents are worn ex-army tents, purchased by Sheriff Joe Arpaio from the U.S. govornment. Razor wire and a corrugated fence seperate the women from the men. Sheriff Joe is responsible for " Tent City," which saves the govornment millions of dollars as no new prisons need to be built. Arpaio is also responsible for America's only female chain gang. These inmates have not committed serious crimes.
