X-ray point sources (Dark matter black holes) in Virgo and Perseus cluster centres present evidence for black hole hierarchy.
According to Quantum FFF Theory (Function Follows Form), not the giants- but the smallest black holes reside in the centre of galaxies
However, these BHs can merge into a large central BH!!
See M31, M104 and consequently in galaxy clusters.
