More from my Dad's odds and ends. This is apparently a Stirling silver charm from The Most Cheery Order of Merrythoughts which were sold by the Daily Chronical to raise money for children's charities in the 1930s. There is one in the British Museum apparently. On the back is an issue number and address in EC4 to return it to if lost. The idea you would have it on your key ring and it would always be returned.
