The neighborhood Pruitt Igoe sits within is in greater disrepair than the site itself. This context negatively affects the quality of the Pruitt Igoe site and discourages investment and improvement at a neighborhood scale. The context Pruit Igoe sits within is paramount in this proposal.

 

 

 

 

This proposal creates social, environmental, and economic value that extends beyond the Pruitt Igoe site to the northern St. Louis neighborhoods and the city. This comes in the form of a new community park that sits on the largely vacant residential parcels north of Cass Avenue. The design intent of the proposal focuses on creating a vibrant urban neighborhood that fully utilizes the underutilized vacant properties and the educational establishments on the Pruitt Igoe site.

 

 

 

 

The design concept stems from the idea of a central community open space which is spatially anchored on its outer perimeter by a vibrant mix of residents and commercial entrepreneurs. The central axis of this new community open space is defined by a constructed wetland that gathers, cleanses, and filters storm water through natural ecological processes. This ecological and pedestrian axis starts at the new community center at the southern portion of the Pruitt Igoe site and moves through the existing woodland where a new ROTC team building skills center can be found. Following this axis north of Cass Avenue, new mixed income housing front the community gardens, orchards, open lawns, and recreational trails inside the new community park. At the terminus of this axis is the ellipse which contains recreational fields and a multi-use performance venue for community events. Cass Park, the new community open space, is the stage for social, environmental, and economic prosperity in north St. Louis which creates value that extends well beyond its boundaries.
