The consist was performing tests of the international wireless communications system on one of the lines out of Budapest.
The locomotive on the consist belongs to the Hungarian-Austrian railway company known in Hungarian as Győr-Sopron-Ebenfurti Vasút (GYSEV) and in German as Raaberbahn. This railway operates services on the border between the two countries, and is jointly owned by the two.
