Well, the sign did say to do it, so the building obliged!
This image from the archive shows an overflow discharge outlet that is likely connected to an air conditioning cooling tower on the building's roof.
These towers have to be cleaned periodically to prevent the build up of Legionella bacteria and the cleaning crew have used a bit too much detergent!
As a retired building services manager, this foam 'event' happened to a few of the high rise buildings that I looked after. The city's by-law inspectors where not impressed to say the least!
