Naked Ballast Capacitor

This is a Magnetek 24uF 400VAC capacitor that has been from its metal can. I have another picture of it in the can before it was removed. The can is filled with oil before it is sealed. It is however fragile without the protection provided by the can.
The construction is fairly simple. Basically it's 2 sheets of foil and 2 sheets of plastic rolled up on a core. The foil sheets are arranged so that one goes off the edge of the plastic on either side. The sides become the ends of the capacitor (left and right in the picture). Then some conductive (contains metal flakes) glue or epoxy is pasted on the ends. This helps lower the inductance and ESR by connecting the long spiral of thin foil together with itself.
Normally the capacitor is submerged in oil. The oil is mainly for cooling purposes and isn't even needed under low stress conditions. The oil in this one was about as thick as engine oil and smelled like a wheat snack I ate once.
