Unlike my earlier Russian trip, this time my hotels registered me to the Ministry of the Interior, but I moved in the city without papers (passport, visa, part Б of the migration card and the paper that tell that I have been registered). I was counting that I won't be stopped by the police, because I don't look like an illegal immigrant or a typical tourist. I wasn't. At least earlier the Russian police has stopped tourists and accused them on something so that the tourist would pay a 'fine'.
When not staying in a hotel the foreigner should go register himself. A Finnish journalist tried it once, but the OVIR-office (Otdel viz i registratsii) in Saint Petersburg refused to meet her!
