fidget

1 skein of yarn, simple pattern. When binding off I did a few stitches, than made a buttonhole by knitting in the same stitch a few times (same as a crochet loop) and repeated 12. My guess is that the Fidget comes from the French Fichu which would cover up a decollete. And I could simply call it a neckwarmer.
