So far a couple of you have, and your replies boil down to that the above is not a burial scene, but Chasidim (Ultra Orthodox Jews) saying prayers at the grave of a Tzadik (spiritual leader) whose tombstone is wrapped in blue cloth to stand out from the rest. Chasidim obviously belive that such prayers "may help them with predicaments they face in current life".
