what is it?

This caught my eye as I was walking up the trail in our woods. Look closely and you will see that it is a remnant from last spring. There must have been some spider stitching to hold this poplar tassel on the small branch where it caught - and later to trap a falling leaf.

 

I think it looks a little like a wig with pigtails. :) But what creature would be small enough to wear it?
