Kolkata Metro Rail Extension under construction

If Delhi can, why cannot Kolkata?
Kolkata built a 17 km underground rail in 17 years! Now Kolkata is extending its metro rail system by 8.6 kilometers. It was supposed to be completed by July 2006 but the project deadlines have been pushed back (to 2007-2008) by a wide variety of excuses - land acquisition problems, litigation, lack of funds, monsoons etc. The major reason is of course incompetence of the authorities in charge - Metro Rail, Indian Railways, West Bengal Government, Kolkata Municipal Corporation and the Indian Government. The state government meanwhile is thinking of an east west line and a light railway!
On the other hand, Delhi is building a huge network at a rapid pace. But Kolkata is not alone in such stuttering progress - it has Mumbai and Bangalore now as its companions.
