Parking dilemma

While I understand the intent here, one would have to agree it has been poorly executed leaving no legal place for the handicapped to park. A similar setup is to the right and all together they mark two places where apparently neither the handicapped or anyone else can legally park. Oh yeah, I should also mention that this is in the parking lot for the newly built New York State Police Troop G Headquarters.
