United States Postal Padlock

Interesting double lock setup. Perhaps so one or another key can be used?? Is the "50" in reference to the key used? I'm not sure if these are generally still in service but they are here. Seen in White Cloud KS (which I'm going to call the Northeastern most town in Kansas).
