Surprise Gift - Bowser Powder Box

Surprised and delighted by a late Christmas present from a friend. She found it in an antique store and thought of me. Wonderful 1930's depression glass rectangular box (4" x 6" ) Scotty dog etched in bottom. I found an identical one on ebay but the seller didn't know much about it. I suspect it is a cigarette box missing a lid. If anyone knows the maker or purpose, please let me know. April 2012.
