This traffic control box was left unattended and open on both sides. The traffic signals were not working correctly specifically there was a 10 second delay between the stop walk signal turning off and the start walk signal turning on. While I can't prove it caused the three car accident shown there is enough evidence that the motorist should be informed. The police officer shown refused to do this. I believe this box was used to reprogram signals all over the city because of some event that required three state police escorting a bus.
