Looking up Roaring Run at a slightly different angle reveals two more structures that could give more clarity to what the supposed cistern is. You clearly see a concrete silo on the left, while in the far background (enlarge the image to see it better) there appears to be a failed dam.
Two things come to mind here: 1) It's a water processing plant for back in the steam era which Rocky Point/Alpine would have been a good place to stop and fill up the tender. 2) It's an ore washing station for the iron mines that used to dot the area.
