This delicate-looking little device is essentially a heavy duty pair of tweezers designed specifically for extracting and inserting large double-leaf spring sets in Pullman passenger car trucks. The guys at the Golden Gate Railway Museum had rescued it from the Oakland passenger car shop. You manipulated the jaws onto one end of the double leaf spring and then clamped them shut. Once the spring was in its compressed state you could back the cart away from the truck to extract the spring.
