Found at Fort McCoy Military Reservation in west central Wisconsin. Monroe County, Wisconsin, USA.

 

This appears to possibly be Macrodiplosis or Contarinia.

 

Found on leaf of small oak tree/sapling. Sandy oak/pine barrens.
