Tangle-veined Fly ovipositing

Female Neorhynchocephalus sackenii (Williston, 1880), I believe. Carr Canyon in Huachuca Mountains. Cochise County, Arizona, USA.

 

Ovipositing in grass stem. It visited several stems before settling for a good while on this one.

 

Per Manual of Nearctic Diptera, the larvae of this genus are parasites of grasshoppers. Definitely plenty of those around.
