Source numbers for the elements were derived one at a time from a random number generator taking into account all current IPs.
Since there were TWO IP 7s I needed to figure out which to use. As I was already using a random number generator I pulled one more immediately after seeing the 7 pop up. The new number was odd so I went with the first IP7. If it had been even I'd have gone with the second.
