wingless wasp!?

Can anyone explain? I found it crawling across my toddlers back! I was taking it out to the garden when I realised that its wings were shrivelled and unformed. The wasp was very large, with the body over 2cm long. Never seen anything like this, no doubt there is a simple explanation.
