Laying a pipe

This is an unlabeled real-photo postcard. Don't know where it is (I think I bought it in West Virginia), but it certainly has the look of the Southern Appalachians. Can anyone tell from the photo what sort of pipe they might be laying? Water, electricity, etc.?\
