wtf is with those two sheets by that tree?

Everybody had their eyes on the woods the whole way around the river road today. I spotted these white and blue striped sheets near Minnehaha Falls. They look like they've been there longer than a couple of days and are in clear view of the sidewalk, so I didn't rush off to report them. But still...
