This is the Docklands Campus of the University of East London, UK.

 

I took this shot on a recent night out with flatworldsedge to London City Airport and I have to give him some credits for this picture. While I was still shooting long exposures of starting and landing planes I saw Matt crawling on his knees next to a giant puddle. Check his photo stream for his take of the same subject.
