Hugo Strange was obsessed with human perfection, and in the pursuit of creating perfect human beings he unmeaningfully created giant mindless minions. Needing to further his research, Hugo used these minions to rob a string banks. This is when he first saw Batman at work, fighting these monstrous creatures. His form and how he was able to defeat the men, he was perfect. Hugo then became obsessed with learning who the Batman was, and he eventually found out. He wanted to become The Batman so he became a psychiatrist at a hospital made for Gothams wealthy individuals, and put Bruce in a drug induced coma. With help, Hugo became The Batman. Strange was meant to be Batmans main adversary, even before the Joker and he continues to be one of the most interesting of the rogue gallery.
