Jual Oram (born 22 March 1961) is a member of the 16th Lok Sabha of India. He represents the Sundargarh constituency of Odisha and is a member of the Bharatiya Janata Party (BJP). He was also a member of the 12th, 13th and 14th Lok Sabha. He was chosen as one of the Cabinet Ministers of Prime MinisterNarendra Modi. He is a former Cabinet Minister in the Government of India. He has served as the president of the Bharatiya Janata Party in the state of Orissa for over four years. The Ministry was set up in 1999 after the bifurcation of Ministry of Social Justice and Empowerment with the objective of providing more focused approach on the integrated socio-economic development of the Scheduled Tribes (STs), the most underprivileged of the Indian Society, in a coordinated and planned manner. Before the formation of the Ministry, tribal affairs were handled by different Ministries at different points in time.

127 Panchayats of Giripar are demanding Tribal status for this region since 1967 and many political leaders had been given their Assurance to accomplish the ultimatum. The state government has already recommended the declaration of around 2.5 lakh population of entire Hatti Community in entire Trans Giri as Tribal Area. The Hatti Community of sirmaur district that has 127 panchayats in Rajgarh, Shillai, Sangrah, Kamrau and Paonta Sahib area fulfills all eligibility conditions laid down by Lokur Committee for declaring the area as Scheduled Tribe area as Hatti community lead a separate and excluded existence and are not fully assimilated into modern mainstream society due to tough geographical and topographical conditions and limited avenues of employments due to lack of modern educational facilities in the area. It is noticeable that survey reports have repeatedly recommended granting of tribal status to area on the pattern of Jaunsar-Bawar area of adjoining Uttrakand state. Both regions shared same lifestyle, culture and traditions but the later was granted tribal status when it was shifted to Uttar Pradesh in 1967 but Trans Giri area was not ranted the tribal status despite facts favouring it. The Trans Giri and Jaunsar Babar area both remained part of earstwhile Sirmour Kingdom and both areas have unique similarity in all aspects and needs to be treated at par in all spheres.
