Part of my photography class's assignment on juxtaposition. Parked on Pennsylvania Ave. in DC, this cop is doing nothing for the stereotype that cops break whatever rules they want to, when they want to. Hey - this guy is with homeland security, so he must have special privileges. Perhaps he was doing some wiretapping.
