A continuous lap is confusing for many people. And pattern diagrams and directions aren't always easy to understand. Once you conquer this continuous lap the next will be easier. I have the pattern so I snapped a couple pics of this part of the pattern for everyone's benefit so they can see what you're having an issue with--the continuous lap.

 

Diagram 13 shows your two back skirt pieces sewn together to the dot. You will clip into the seam allowance by that dot. Clip up to the dot but not past it. This clipping will allow you to stretch open the part of the two skirt pieces that you did not sew together. Pull them open so they form a straight edge as pictured in diagram 14. Pin pattern piece #9 (it's the continuous lap piece) to this straight opening -- right sides together and sew. Diagrams 15 and 16 are of this stretched open straight edge with the continuous lap sewn on once. After sewing it on, you will fold it over that seam allowance, fold under the edge and sew across the edge you folded under--shown in diagram 16.
