This is a set of little rocketship toys they offered for kids a few years back. The dome tops come off (with the character(s) sealed inside) and are actually... well... tops. The spinning kind. You wind the thing up, with the top attached, by turning the top around and around (I think it was), mash a button on the bottom with the rocket pointed down at the floor or a tabletop, and the "dome" pops off and lands, spinning rapidly.
I've got them here mainly as bric-a-brac, and because I love retro-future sci-fi stuff.
Oh yeah, and the object you see the top of in the front is a USB-powered AM/FM radio shaped like a vintage studio mic.
