This card was so fun to do and I can't remember where I saw the technique. It was so long ago and I have done so many card sets like this. If I come across something in my many many notes that tells me who shared this wonderful design I will come back and post.
First I punched out lots of circles, any sizes I could find. Then I have cut out a panel to emboss in the swiss dot folder, I lightly adhered the dots to the top third of the panel then put through the embossing folder. I found this really secures the dots well to the background piece. I then cut off any overhang of the dots. Used a Martha Steward punch to cut the white edge along the bottom. Hello stamp from Hero Art done in Pale Pink versa ink and clear embossed. I stick a strip of the same colour card stock along the white strip to cover the top and help the piece 'fit' better. All attached to a white card base.
