Empress Elisabeth (Sisi) - Reissue of a photo or reproduction of a painting?

I couldn't decide if this cabinet card is the reissue of the photo performed by Rabending (in 1866-1867) or the copy of the painting done by Georg Raab in 1867 (probably after the photo of Rabending). Anyway it represents the Empress as Queen of Hungary
