The threaded rod is for pressing in the cups; use 1/2" rod and appropriate sized washers.
To hammer on the fork crown race, I use a piece of galvanized pipe with a cap. Get your hands on an old fork crown race of the same diameter as the new one. Slide the new one on first, invert the old one and slide on against the new one. Use the slide hammer to bang against the old one. Got it?!
Of course, you need a galvanized pipe which fits over your steerer, and an old race which will match the new one, so you don't whack against the bearing surface.
