Between the rippley old window glass and the slow shutter speed, this was already very artistic looking straight from the camera. I'd been wanting to capture the motion of the flags, the curved light poles, and the winter clouds for some time. The bars in the front are window panes. After I did a tutorial on "easy watercolor effect" (www.photoshopessentials.com/photo-effects/watercolor-pain...) last night I tried out some of the techniques and then altered them to get something I liked.
